Here is a photo that I took several years ago of illumination flares over the 60's bombing ranges (and before anyone suspects a UFO in the photo, I heard the flares being deployed on the scanner!)

Unlike flares that are dropped from planes to divert heat seaking missiles, target illumination flares are suspended on parachutes. They can stay in the air for 15 minutes or more, slowly descending to the ground or behind the mountains. They can drift with the wind, creating the illusion of a solid moving object. When I first started going out there they have fooled me once or twice...

I have seen footage of the original "Phoenix Lights". They look exactly like what you see around Rachel all the time during the war games. Its just that people there are more used to seeing them. In my honest opinion, they are flares, slowly descending behind the mountains.
