Okay Zipper, went back and read Spooky's very first post in reply to Norio's original post on the subject. Seems to me (and I'm probably horrible at interpreting Spook's posts!) the first paragraph is the most important. The way I read it is that the base is probably totally covered by the National Security Act which I will have to read sometime. If something impacting the base that occurs off of base property is this still covered by the Act? I think Spooky is hinting that it is which makes local law enforcement not in the picture. Sedalia
