Norio's post makes it evident to me that the rally was outside of the base making it under the Lincoln County jurisdiction. The base may fall under National Security provisions but I don't think that the perimeter and Groom Lake Road would fall under National Security unless some sort of "emergency" was declared. I hope that some "maverick" Groom Lake worker trying to bust up a demonstration doesn't constitute a national emergency.
