Agreed. There's very little bureaucracy won't do to protect itself and future bureaucracy... even if it means stretching the law. The Clinton law is a bit of a joke... it doesn't really do anything to mandate change in the procedures for declassifying documents- in order to do that you would need to make some sort of an independent body in charge of such things. It's not some deep conspiracy that keeps the spooks from declassifying things whenever possible; it's simply good sense when it comes to job security and budget protection. No news is good news.
