Anything above 18,000 ft msl needs an IFR clearance. It is aprox. 77 nm from KLAS to Groom thats why I felt anything above FL 180 wouldn't be necessary. But FL 250 isn't off by much, and this isn't your normal airspace. Thanks for the info.
