Yep. About the only exception would be in the case of an experimental craft with such extraordinary flight envelopes that only its stable mate could act as a true chase. Case in point, the A-12/YF-12/SR-71s often acted as chase for themselves. The footage of the D-21 colliding with the M-21 was shot from another blackbird - for obvious reasons.

In the experiential world is damn hard to get one, let alone two, test craft into the air. If a conventional chase could be used, it would.
