Are you sure this was referring to Tikaboo? Campbell used to run tours to White Sides and Freedom Ridge in the mid 90's, viewpoints only 12 and 15 miles from the base. Both these locations were taken (not bought) by the base in 1995. Maybe that was what they were referring to?
Tikaboo is and to the best of my knowledge will continue to be public land. In fact I am taking a TV crew up there in the very near future...
