They were shooting at their imagination. In February of 1942 the coastal defences along the western edge of the US were strung tighter than a cheap guitar. Intelligence reports of the time had said to expect an attack within 10 days and on the night of the 24th radar picked up a target 120 miles off the coast of California headnd toward Los Angeles. Air defences were put on alert and reported ready to fire as the target appeared to be closing in on the city. The entire area was then put under black out conditions and at 3:06am four batteries of anti-aircraft guns located in Santa Monica opened up on "a ballon with a red flare attached to it". This apparently seemed like a really good idea as just about every gun emplacement in the L.A. area followed suit and fired over 1,440 rounds at absolutely nothing.
