Thanks to Pete, Trevor and everyone else for helping to narrow down the time frame when the structure was built, and for providing ideas. I have updated the page with the latest dates. As one poster pointed out, there are a couple of new buildings, and what could be another tower in the background. They seem to have been built in the same timeframe. A connection seems likely. Can anyone further narrow down the dates, or provide photos that show the tower being built?
