Based on the best available information and observations (or lack thereof) it's more probable that there is no SR-71 replacement.

The intelligence, surveillance, and reconnaissance mission is fairly well covered by U-2, satellites, and UAVs.

A high-speed SR-71-class (or better) aircraft could not be operated in total secrecy any more than the SR-71 itself.
