This may be difficult for several reasons:
First, the really interesting spots are in very remote locations, and a camera in these locations would likely "disappear" very soon.
The view from Rachel itself, where a camera can easily be operated and maintained, is not too interesting, because you have the Groom Mountain Range between the camera and Area 51.
Second, the data transfer rate of the link to Rachel is very limited, effectively making a live cam very slow. Also, due to the remoteness the link is somewhat unreliable, which would result in downtime of the system.
I understand that there are plans to offer DSL in Rachel, which would eliminate this problem.

IMO, a video camera in a strategic position, coupled with a movement sensor and someone to change the tape every once in a while would be a nice project, if someone has the time and money to spare.
