The DOD has taken the purchase authority away from the Navy for the Osprey, but will allow a small number to be purchased. Looks like the program will remain in low gear to minimize the political fallout should another bird drop out of the sky. The less you buy, the less that can fail. From the article: Aldridge told the Navy to go ahead with buying additional Ospreys, but at the lowest possible rate that ensures the manufacturer can continue to work on improvements to the aircraft. He did not specify what that production rate will be.
