I know that one of the farms in Rachel is running a water pipeline all over Sand Spring Valley. It runs near the Back Gate. The wheels may be used to transport the flexible pipe.

And yes, one of the locals from Rachel is the caretaker of the mine. They still have power up there, and he probably turns on the lights to make the place look like it is still in use. Occasionally a potential buyer looks at the place as well.
