Perhaps the cammo dudes' flexibility (or lack thereof) is dependent upon what is going on at the base that day. For example, if a particulary important or sensitive test is scheduled, maybe they're more likely to challenge those who venture near the border, even if they don't cross it.

Of course, it's equally possible that from time to time they get bored, and to pass the time, they play a game of "let's hassle the tourists!" :)
