The first mention of electrochromatic panels appeared on the May, 1997 issue of POPULAR SCIENCE. It was basically a speculatory article by Bill Sweetman.
The article mentioned that the prototypes of such type of "daytime" stealth technology could be tested at locations such as at Groom Lake complexes.
However, I believe that this was still his speculation.
In actuality, I think that perhaps it will still take some more time before they come up with the actual fully working models of the electrochromatic panels.
The original idea of such "chameleon stealth" technologies was not to make the aircraft totally invisible (which I believe is almost impossible with present-day technology) but to make it somewhat difficult for the observer. The observer could tell that something is moving because the contour of the shape can be seen as it changes colors to reflect the background scenario.
