TTR stands for Tonopah Test Range. It is about 60 miles NW of Area 51 and is where the F-117 was based before it was revealed in 1989. The "most" secret base would be probably be Area 51. There are others like Edwards North base that also come under the control of the Air Force Flight Test Center (AFFTC) based at Edwards.

The Cammo Dudes probably don't patrol TTR...it's more likely to be standard Air Force security personnel, although I don't think we know for sure. It's probably logical though that they also use similar vehicles to the Cammos, as much of the terrain is pretty much high-clearance 4x4 (Jeep, F-150 etc) access only.

The tower may well be a guard tower for a weapons storage area, but there is no suggestion that nukes are stored at TTR.
