You're making the mistake of thinking you know what stealth blimps would be used for and what altitudes they would be flying at. They most likely fly at very high altitudes (e.g.-are most likely unmanned) if they are used for recon. If they are manned, they're probably just used as cargo carriers or probably spend most of their time out over water spying from the border.

Afterall, a bullet from a rifle can bring back a jet fighter as well and we're still using those. ;)

In fact, some of the "blimps" are probably used to carry large radar arrays for over the horizon of stealthy aircraft/cruise missles.
