I can only speculate that by hiding the guard shack behind a hill they are trying to give the place a more remote and abandoned look. Which of course does not fool anyone today.

It also creates an additional buffer zone. When the patrol on the hill radios in a perimeter breach to the guard shack, all the cammos need to do is wait for the guy to get there, instead of chasing him down Groom Lake Road.
