1) Project 57 was a test of a "dirty bomb".

2) Tolicha Peak is a mountain. I guess that in the context of what you were reading, it was a reference to the Tolicha Peak Electronic Combat Range which is an installation close to the mountain in question. It is suppsedly used to coordinate the Red Flag exercices.
