Not exactly answering your question, but there is a Maple Flag exercise similar to Nellis' Red Flag. Given the photos on the net, I don't think the military is quite as paranoid about visitors getting close to the base.

I would need to dig up those Bamford NSA books, but for some reason I think there was some monitoring facility in Canada.
