From the base expansion, and the possibility (probability) of underground excavation, I would guess the equipment is used to make small rocks out of big ones, and then be able to spread out the dirt without undue suspicion. PLEASE, PLEASE, PLEASE, to you and others that venture out to Rachel, never forget your camera to record these tidbits of information you can be suddenly witnessed to. The ability to figure out which way the base is going is much easier with photographs that will show what is the latest project they are gathering equipment for.
