JT3 does cover Groom and Base Camp. A bit of trivia: the original president of JT3 (now retired) was Pete Winters, a former commander of DET 3, AFFTC.

DynCorp is a contractor at Groom. They have been there since at least 2002 (maybe earlier), but I don't know if they are involved with security.
