I think you are mistaken about the indescriminate pictures of random areas on Earth.

The imagery comes from commercial remote sensing companies (aerial photography, satellite etc.) and is served up by Google Earth. That's why you get very hi-res in cities and lower res in rural areas and utter low res in others.

It's not chance that they get imagery of Area51 it was purchased from the sources such as the one Chuck lists.
