I think the plan is you file to TNX even if you are going to go to Groom Lake. Flights to TNX are filed with TPH as the fix just before reaching TNX. Flights to Groom Lake will have BTY in the flight plan. So ATC can tell by context the plane's destination. The more I look at these log files, I think TKM is supposed to be a fix, even if it doesn't have 5 letters It often shows up at "TKM,", which is the format for a fix rather than an airport. No senior moment involved.
