This does not nullify the theory, but actually supports it. That is, the serial number gets assigned, though never actually painted on the plane. Rather, it just sits on the paperwork. If there was an 82-0290 assigned to some other plane, then the theory would not be valid. I had already looked this up prior to my post, and I think there was an A-7 with a 0290, but it really predated the Janet.
