Thats probably the navy airfield in the channel islands. I do not think the military is dumb enough to fly something "black" around in plain sight, then give it a "fastmover" callsign. Personally I think the whole fastmover callsign thing is just the USAF trying to draw attention, or to play a joke. Charleston AFB also has a remote hangar too.
