The theory that Area 51 is just a lure to keep the curious away from "the real stuff" is mainly a result of a journalist getting lost in the desert and declaring "Bah! nothing really happens there anyway".

It has been picked up by the alien/NWO/lunar hoax folks because Area 51 appears to be just your regular average everyday air force base.
