The distortions (all aligned N-S) are caused by bright reflective objects. Probably due to overload of the camera's image sensor, or during transmission of the image signal. This particular object, located south of the base, is most likely a reflective warning sign, facing south. It marks the southern perimeter of Area 51 towards the bombing range in the south.
