You can fly IFR no matter what the weather. Of course you still have to follow the flight plan, IFR rules and ATC instructions. You'd probably need the nav instruments to stay on course. Also, all flights above 18,000 feet must be IFR.

The instrument currency (6 instrument approaches in the preceeding 6 months) is sometimes a problem because even though you're on an IFR flight you still get only a visual approach if the weather is clear and sunny. Practice approaches are done with a safety pilot while the pilot wears a hood or foggles.
