In the case of Luke AFB, even though they have their own runway, the Beech Janet would probably land at a civilian airport. A good case in point is the use of Oxnard airport for Janets make the Pt. Mugu run. N20RA did the Palmdale to Oxnard run today, landing on 11/3 at 00:09GMT. This may be a case of hiding in plain sight to avoid plane sightings.

Palmdale used to have a nasty sign at the gate to the effect that you better have business here if you plan on driving to the terminal. That sign is now gone since Scenic Air is running commercial flights between PMD and VGT (North Las Vegas). Incidentally, they don't fly their twin otters for that route, but use BE190s. I drove to the PMD terminal, but didn't bother to go inside. You do get to see a bit more of the "complex" as you drive to the terminal. That C-17 prototype (the version the AF didn't want) can be seen on the drive to the terminal.
