In theory the Armed Services committee knows the real budget. It is only the tax payer and the lower echelon of the house that is left in the dark.

Regarding robot and such, note that many such devices were used in viet nam. The "people sniffers" were a classic example of how a product could be designed, tested, then easily defeated by the enemy. It's been a long time so I don't recall the exact operation of the "people sniffers", but my recollection was it was a device of sorts that would smell a perspn and then drop napalm. It was made by Honeywell (yes, the thermostat company). There was a documentary in the 70's that showed all these "high tech" (at the time) weapons use in Nam. The VC defeated the people sniffers by hanging bucket of urine in the trees.
