In terms of "most totally insane weapon ever almost built," my vote would go to Project Pluto also known as SLAM. It was basically a nuclear powered cruise missile powered by a nuclear engine that could fly (at supersonic speeds) for weeks at a time delivering an array of h-bombs. Of course, if the bombs didn't work, radiation from the engine would destroy anything that it flew over (albeit a little more slowly).
