If Rutan can, well?

I have a question. If Burt Rutan can build a TAV for 25 mil with 125 people at Scaled Composites, so much simplier than vehicles like the SR71 and F117 from the 70's, what have our black projects guys done with their billions of dollars and thousands of employees? Looking at this site's Black Projects, it strikes me as unimaginative. I recall reading that in about 1994, not long before he died, Ben Rich had a meeting/party at his Tarzana home. He invited engineer friends and informed them that at that time the US had the capability of traveling to the next star, but that no one would ever leverage the info out of the black programs. We arent talking conventional aircraft here or conventional propulsion systems. Can anyone speculate as to what might have been developed?
