Regarding growing crops where they don't naturally grow, I suspect the alfalfa they do grow in the desert is not contaminanted with other grasses since, well, there aren't any other grasses. The White river area towards the east is where the real water resources are located. If you explore the area near Crystal Spring, it's like a swamp.

Most of the "crop circles" near the TTR and basecamp are very recent, so there must be some money it. On BLM property, you bid for AGUs (agricultural units or something like that). Since there is infrasturcture involved, I'm sure the bidder gets some sort of long term lease.
