There has been work on replacing the RC-12, but the situation is a total mess. The prototypes have been flying around Sacramento for a year or so. The antenna test site for the RC-12 is in the hills of Alameda county near Fremont, Ca. The site has the Beechcraft done up in wire mess and upside down. They test the antennas on the wire mesh aircraft with a tall crane. The only thing of mystery to me is why they didn't just take a Beechcraft hull from a scrapyard and use it for the base.
