The lake you are looking at is probably an area that was at one point known as Slater Lake (after a former base commander). It was, and perhaps still is, used as recreation area.

Not sure about the structures. There are many service roads for above ground powerlines in the area, as well as buried undergrond lines. They lead to a network of radar sites in the west and north part of Emigrant Valley.
