Just as a semi-educated guess, you're probably correct.

Keeping in mind that "keyhole" was the cover name for our optical satellites (since in public print), it probably refers to some sort of visual security.

And makes sense too, you do not want thing flitting about when the tourists are hanging around in busloads..
