Two situations were deemed not actionable, which in itself makes reading the 9/11 report interesting regarding how the CIA decides to act. The third attempt was with cruise missiles that necessitated alerting Pakistan to their fly over, else Pakistan might think India is sending them a thermonuclear greeting. As concluded in the report, the ISI was full of Taliban sympathizers, who in turn alerted UBL, and thus the camps were empty.
