The military cemetaries I've seen were always offbase, i.e. you didn't go through any guard shack to get to them. BTW, you can google "travis mortuary" and find a few hits but really not much info on how it is used. Travis is a major AMC hub, so maybe it functions like Dover, but on the left coast. Interestingly enough, they are going to have their first air show at Travis in 4 years. The Iraq war has kept the base so busy that they couldn't afford to lose a day or two of real work. I suspect recruitment is down in general (though perhaps not for the USAF) because bases that rarely have air shows are now doing them again, such as Beale.
