It takes about 10 seconds of someones time make a request via email... they'd be swamped! so charging cuts out alot of the fluff.

Writing a letter, printing it, getting an envelope, and a stamp and putting it in the mailbox is a little more involved... I guess they figure if you go through the trouble then you really need or want it.
