A "black project" is one that is so secret that it is not admitted to by any branch of government; it does not exist. Budget requirements are hidden in the books of other departments. Usually these are projects of strategic importance such as the F-117 stealth fighter. This aircraft was in squadron service for several years before it was admitted to exist with it's first semi public appearence during the Pannama invasion. Black projects are not strictly aircraft related but all are of strategic importance.
