It isn't so much the targets as the staging and preparation. You can't beat a secure location for maximizing security. Contractors (Lockheed, Northrop, etc.) and military organizations have used the Weapons Test Range near Groom for years. The U.S. Army Field Office even had a detachment there in the 1980s.
