For the most part, some of the aircraft, like the F/A-18, have a manufacturers office at the airport, or in Vegas, such as Boeing does. But for the amount of aircraft that you have been seeing recently is due to the size of the Red Flag operations going on at this time. Not only is Nellis full of aircraft, but they've had to keep some at Indian Springs, McCarren, and other bases. This is a pretty big flag, you should see it if you get a chance.
