Permanent is a relative term. There are always some personnel on base. The dormitories are used by the so-called permanent personnel and those staying for an extended period. Former Site personnel that I have interviewed said that they typically arrived on Monday and stayed until Thursday or Friday. If they missed the last commuter flight, they sometimes had to stay over the weekend. Also, contractors were paid huge cash bonuses for staying over instead of commuting back and forth each day.
