I'm not really sure if it is film.

When I worked for EG&G, we did custom CCDs that were cooled by liquid nitrogen in operation. It wasn't my project, so I don't know much beyond that, but I assume it was for thermal imaging, or at least going deeper than the 2um limit of room temperature CCDs. Cooling also reduces the CCD noise. The guy doing the chip had worked at China Lake and had the clearances.

Infrared sensitive film has been done for a long time. One of the ways to find camo is to compare IR and visible photography of the same area. The link provided dates back to WWII.

Note that the film in the traffic red light running cameras has near IR response. This helps in photographing through tinted glass. I won't even go into other IR er um photographic tricks....
