Most of the time, the cammo dudes can do their jobs from relatively well-maintained roads which don't require a Hummer's off-road capability. Why drive around, and more often, sit around, in a non air-conditioned, uncomfortable Hummer, when you could be nice and cool in a pickup? Or toasty warm in the wintertime? Now, if they had to go looking for you over open terrain, that's where the Hummers might come in.
