Hummers are unessicarily expensive when their mission can be done by an off-the-showroom pickup or SUV. Especially since so many are being needed overseas. Having a Hummer to do relatively simple post duty is something that the USAF will not go for. the terrain is rough, but what they cannot get to with their civilian type vehicles, their Blackhawks surely can. The cost, maintenance, and upkeep is much simpler when you don't have to send your patrol vehicles to a depot for repair, but the local civilian repar shop. Believe me, the cost factor is VERY important to the military number crunchers, and if they can save a buck by putting a security force in lower cost pickups that will be unobtrusive, easy to operate, and quick to replace, they will. All economics. It's so the USAF can spend it's dollars on the shiney, flying things that we like to look at.
