I think milcon is for infrastructure. If the DOD were a business, they would keep the infrastructure costs separate from the R&D costs, since the building would be depreciated, while the R&D is expensed. If you dig through the list, Nellis is receiving money for new housing. I would presume this means the base is expanding.
