They are being used to deliver broadband WiFi access to rural areas. The government declared that 100% of US homes would have fiber broadband by 2010. The service providers made them realize that it's never going to happen. The government, in retrospect, decided to push development of WiFi relay blimps so that they will be able to claim success in "broadband to the last outhouse". Places like Rachel, NV and Honcut, CA would never see it otherwise. However, I think that the terms "giant blimp" and "stealth" don't really go together....do you?
