It isn't shocking that civilians go out to Groom lake. Hell, it was started by Civilians when Lockheed was looking for a secret place to test the U-2 from ;) Anyway, most of these CEO's already have the clearance necessary since they have to be aware of what their companies are designing/building/servicing. The only clearance I would see them requiring is it would have to be on a "schedule" such that other programs being worked on wouldn't be exposed to them.
